Nellandras "Nelly" Vonspar hails from a small village. She was fascinated with the study of magic, but had no funds or opportunity to do so. However, her older brother Maximilian was successful in his adventures with Sensei Gurroh, the Bandit slaying Swordsage, Oren, the cleric of a travel god, and Daneer, a birdfolk Spellthief. The four of them, calling themselves "The Adohan" slew a red dragon who was tormenting the land and inciting wars. Max's share of the dragon hoard was more than enough to get Nelly into the big city to study magic.
The only "canon" I have to follow is that she keeps a dragon tooth from one of the Adohan's first conquests: a young white dragon. She immediately started poking everyone with it until Max gave her several gold to spend on candy. Come to think of it, giving a young kid the equivalent of 20-30 dollars of spending money for candy is probably a bad idea.
Nelly is hyperactive, destructive, and a lover of evocation and conflagration. A pyromaniac to say the least. She considers illusion and enchantment spells weak, only having a second favorite in abjuration just so she can stay protected to get a better view of her destruction. She is Chaotic Neutral to the very end, having no qualms about buttering the land with bandit shrapnel just to test a new spell.
Nelly isn't exactly "hot headed" but "blowing the %^&* out of it" tends to be her first reaction to anything. She needs to learn that she is NOT invincible, and evocation cannot solve every problem. "Because I'll run out of spells?" she'll ask. No Nelly, that's not what we meant. If agreed to with the other players (but not the player characters!) because it would be funny, Nelly can totally mess up a patience-based plan and start blowing things up.

is severely lacking in evocation spells. She will keep a max skill rank in use magic device and stock up on evocation wands and scrolls. At first level she will pick spells like Shield and Corrosive Touch, later picking up spells like Resist Energy and Fire Shield.
...I also wanted to give her a lot of one liners and fire based puns. I'll have to keep them to an appropriate minimum if playing with Ian!
My first idea as a familiar was a bat. Hey, endless supply of bat guano for use in fireball spell research! I haven't figured out combat for her yet as my first idea for her was wizard -> wild mage. She can use whatever weapons everyone else is using if there is a theme, like maces or quarterstaffs magically re-purposed into typical magical girl weapons.
The adventure can start her off at any age between 10-20. Whatever force creates magical warriors out of the PCs, Nelly will leap into it with nearly no hesitation. She doesn't do it necessarily to be a hero of the people, but it would be a funny roleplay act to be a Chaotic Good Vigilante while being a chaotic neutral every-girl. I don't know yet how she will look transformed, but it may have a wild look. Maybe it will have images of flames running down her skirt. Maybe she will have a reddened, blackened, charred look. Maybe her skirt is shaped like tendrils of flames: long, flowing, dramatic. Maybe add a witch's hat that has a broken flame shaped top instead of a pointed one?
In closing: Nelly is like an episode of Mythbusters. Inquisitive, experimental, and the day is just not complete until something blows up.
I have a couple other ideas including a boy who turns into a magical girl, and magical maid. But Nelly is the one I have given the most thought into so far.
EDIT: Maybe the reason why Nelly accepts being a Magical Girl is because she is kicked out of school for being too destructive! Gasp!?
